Bring water to a boil in a small saucepan. Add dried culinary lavender, remove from heat, cover, and steep for 5 minutes.

Strain the lavender infusion into a heatproof pitcher. Heat milk in a separate pan over medium heat until steaming but not boiling.

Pour steamed milk into the pitcher with lavender infusion. Stir in honey or sugar to desired sweetness. Add a few drops of vanilla extract, if using.

Pour into cups and serve hot, or allow to cool and serve the beverage over ice.
