In a medium saucepan, melt butter over medium heat. Add rinsed rice and salt; cook for 3 minutes, stirring occasionally, until grains are slightly toasted and aromatic.

Add water, lemon zest, and lemon juice to the pot. Stir to combine. Increase heat to bring to a boil, then reduce to low, cover, and let simmer gently for 15 minutes.

Remove from heat, keeping the pot covered. Allow rice to rest undisturbed for 5 to 10 minutes for optimal texture.
