Mix together orange juice, orange zest, soy sauce, vinegar, both sugars, minced garlic, ginger, pepper flakes, sesame oil, rice wine, cornstarch, and water in a bowl. Set aside.

In one bowl, whisk the egg with salt, pepper, and 1 tablespoon of oil. In another shallow dish, combine flour and cornstarch.

Add enough oil to a large frying pan for deep frying. Heat over medium-high heat until it reaches 375°F.

Dip chicken pieces first in the egg mixture, then coat thoroughly in the flour mixture.

Working in batches to avoid overcrowding, fry chicken for 3-4 minutes per side until golden and crispy. Transfer to a cooling rack.

Pour out all but 1 tablespoon of oil from the pan. Add the orange sauce and bring to a boil. Remove from heat, add the fried chicken, and toss until well coated.

Serve hot over rice. If desired, garnish with extra orange zest, sesame seeds, and chopped green onions.
