Preheat oven to 175°C. Grease and line a loaf or bundt pan. Sift flour, baking powder, baking soda, and salt. In a separate bowl, cream butter and sugar until fluffy. Add eggs one at a time, mixing well after each addition. Stir in vanilla. Alternately add dry ingredients and milk to the wet mixture, beginning and ending with dry ingredients.

Divide the batter in half. In one portion, mix cocoa powder and hot water until smooth, then fold into the batter until fully incorporated.

Pour alternating spoonfuls of vanilla and chocolate batter into the prepared pan. Using a knife, gently swirl through the batters to create a marbled effect without overmixing.

Bake for 50 minutes or until a toothpick inserted in the center comes out clean. Allow to cool in the pan for 10 minutes before transferring to a wire rack to cool completely.
