Cut beef into 1/2 to 1 inch cubes. Cut onions and peppers into similar sized chunks. Cut scallions into 1 inch lengths.

Mix beef with soy sauce, sesame oil, cornstarch, salt, and sugar. Let marinate 15-30 minutes minimum.

Heat oil in large pan over medium-high. Add ginger, optional dried peppers, and beef. Stir fry until mostly browned. Remove and set aside.

Add more oil if needed. Stir fry peppers, onions, and garlic for about 3 minutes until softened but still crisp.

Return beef to pan, add scallions. Stir fry 1-2 minutes more until beef reaches desired doneness.
